In what cases is an abatement justified?

The most often approved abatements are related to water leaks when the account owner can demonstrate that the water which leaked did NOT enter the sewer system.  For example, a burst pipe that caused a large volume of water to enter the house through the meter, with the entire volume of water from the leak being pumped out onto the ground.  In these cases, because the water entered your property through the meter and NCWP incurred the costs associated with pumping, treating, and supplying the water, we are not able to abate the water portion of your bill; instead, NCWP is able to abate ONLY the sewer portion of the bill due to the leak.
